Jay  has more than 21 years of experience in the management, design and construction for a wide range of projects involving the environmental, mechanical, structural and civil engineering disciplines.  His project experience includes design and construction management of highway, bridge and dam projects; structural engineering for building demolition and renovation; mechanical and structural engineering for industrial, commercial, institutional and residential buildings and support facilities; and environmental engineering for site assessments, asbestos and lead-based paint abatement and air quality monitoring. He has also completed numerous design, removal and remediation of underground and aboveground storage tank systems.

Wm. Wayne Moran

Senior Project Manager

Wayne  has more than 20 years of experience in engineering and environmental technology, and is Oxford Engineering’s certified technical expert for asbestos/lead based paint management and hazardous material abatement design. His hazardous materials management experience includes site investigations and abatement design programs for asbestos, PCBs and lead-based paint; subsurface remedial investigations/feasibility studies (RI/FS); environmental sampling and monitoring; contract/subcontract management and cost control. Wayne has completed and managed numerous Phase I and Phase II Environmental Site Assessments; underground storage tank and above ground storage tank upgrade, removal and replacement projects and indoor air quality investigations.

Robert Dusz

Project Manager

Mr. Dusz has over 20 years of experience in various aspects of petroleum product storage and distribution, and petroleum discharge emergency response and environmental remediation. Mr. Dusz was formerly an in-house project manager for a fuel distributor.  He was responsible for coordinating upgrades to existing tank systems and managed the development of new retail fuel stations. Mr. Dusz has helped design and install numerous aboveground and underground storage tank systems.  Additionally, he helped create an in house emergency response team and coordinated emergency cleanup activities.  Mr. Dusz has managed projects involving underground storage tank removals, contaminated soil remediation, environmental site assessments and groundwater remediation. Mr. Dusz has developed and implemented new driver safety training programs for the transportation of gasoline.  Mr. Dusz has been certified by various petroleum product manufactures for the installation of their products.
